Typical structure of departments of the Independent Institute to monitoring the formation of Civil Society Appendix N 3. The list of priority measures on strengthen the material base of the Independent Institute and its regional offices In order to implement the system monitoring process of forming the foundations of civil society, strengthening the role of civil institutions in democratic renewal and modernization of the country, raising the political culture, justice, social and political activeness of citizens, as well as ensuring consistent implementation of the objectives identified in the concept of deepening democratic reforms and the formation of Civil Society: 1. 1. Agree with the proposals of the Council of the founders of the Institute for Civil Society Studies on the transformation: Institute for the Study of Civil Society into the Independent Institute to monitor the formation of civil society (hereinafter – Independent Institute); regional (provincial, municipal) information-analytical centers of the Institute for the Study of Civil Society – the regional offices of the Independent Institute. Approve the organizational structure of the Independent Institute with total staff strength of employees in 294, and the typical structure of its regional offices in accordance with Annexes NN 1 and 2. Establish that the Independent Institute for Monitoring the formation of civil society is the legal successor of treaties and obligations of the Institute for the Study of Civil Society. 2. 2. Determine that, along with the objectives of the direction of the President of the Republic of Uzbekistan on June 27, 2003 N P-1796 “On state support of the Institute for the Study of Civil Society”, at the forefront of the Independent Institute should take: comprehensive analysis and evaluation of socio-political, socio-economic processes taking place in the country, the growth of political culture and legal consciousness of people as a
prerequisite for building an open democratic state, the principle “from a strong state to a strong civil society”; systematic study of the evolutionary prospects of gradual reform and modernization of the country, proposals for further development of democratic civil institutions that reflect the interests of various strata and groups, strengthening their role and importance in the process of deepening the democratic transformations, strengthening the interethnic and interreligious harmony in society, increase public political activity of citizens; enhancing the role of civil society institutions in protecting human rights, ensuring freedom of choice, freedom of expression and information and transparency reforms in the country, as well as enhancing good social partnership and interaction between NGOs and state authorities and management in the implementation of major government programs in education and Health and social support of vulnerable populations, the environment and others; systematic analysis of the effectiveness of state and public organizations aimed at the harmonious development of the younger generation and raise their own thinking, with its own position in life, and strong convictions of young people able to take their rightful place in our society and become a truly decisive force and support the reform and renewal of the country; active part in the further development of the country’s competitive multiparty system, strengthening the role of successive civil society institutions, self-governing bodies in government, the implementation of social, market, legal and judicial reform, the implementation of public control over activities of state and government structures, the transformation Mahalla into the Center of targeted social support of population, development of private entrepreneurship and family business; in-depth study, synthesis and preparation of proposals to use the experience of developed democratic countries in the field of civil society, strengthening and development of its institutions, building a legal democratic state. Determine that the regional offices of the Independent Institute, based on common goals and tasks of the Institute, carry out systematic synthesis of monitoring the development of socio-political situation in the Territories, an analysis of the identified problems hindering the process of deepening democratic reforms, formation of civil society, including the manifestations bureaucracy, corruption, formalism, lack of understanding, sense of ongoing state and society reform and provide those materials to the parent institution. 3. 3. The Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city: considered the most important task of creating organizational, material and technical conditions necessary for the effective implementation of the regional offices of the Independent Institute, of their duties; within a month to ensure placement of the regional offices of the Independent Institute in separate rooms comfortable, equipped with necessary office equipment, furniture,
communication facilities, under a perpetual lease free of charge, to organize a timely work on major, current repairs of buildings and facilities provided. Approve the list of priority measures to strengthen the material base of the Nymph and its regional offices in accordance with Annex N 3. 4. 4. Include the Independent Institute in the mandatory registry list: statistical information of the State Committee on Statistics, Finance, Economy, Labour and Social Welfare, other ministries and agencies of the Republic of Uzbekistan; newsletters and daily reports the Center for Monitoring of Mass Media Uzbek Agency for Communication and Information; review of the foreign press and analytical reports of the Economic Research Service to coordinate with social and economic policy office of the President of Uzbekistan. 5. 5. Uzbek Agency for Press and Information, Publishing and Printing Joint Stock Company “Shark” to ensure the free provision of the Independent Institute two copies of books and periodicals, “Assembly of the legislation of Uzbekistan”, as well as books (legal, political, socio-economic literature), necessary for the effective operation of the Institute. 6. 6. Uzbek Agency of communication and information has to provide by the Fund of information and communication technologies: Independent Institute equipping with modern means of communication, including government, broadband Institute and its regional offices to the Internet; upgrading information and communication system nymph, introduction to the spiritual and educational activities of the Institute of advanced information tools and technologies, equipping its regional offices the necessary computer equipment. 9. 9. Control over the implementation of this decision to assign to the Prime Minister of the Republic of Uzbekistan Sh. Mirziyayev and the State Advisor to the President of the Republic of Uzbekistan M.
