A National Non-governmental Organization can be established or founded by at least five nationals or foreigners who have permanent residence in Somaliland or combination of nationals and foreigners where the majority of them are residents.
This Act will, henceforth, be known as the Non Governmental Organization Act (national and international);
This Act is shall regulate the activities of non-governmental, independent and not-for- profit organizations; Local/National NGOs, Foreign NGOs, and International NGOs;
This Act shall also regulate the Umbrellas and Consortium of Non-governmental Organizations;
This Act shall not be used to regulate the activities of UN organizations, Professional Associations, Private Companies and Industrial and Employee Associations.
This Act is enacted for the purpose of encouraging the NGOs to fully and appropriately participate in the development of the country.
To make NGOs legally constituted organizations with legal personality.
To regulate the development activities of NGOs so that their activities are aligned with the country’s national development plan.
To encourage more capable and independent community based organizations.
