05-18-09: Second Issue of Global Trends in NGO Law Released
ICNL is pleased to announce the second issue of our new publication, Global Trends in NGO Law. Complementing the International Journal of Not-for-Profit Law, which comprises contributions from legal experts around the world, this quarterly publication synthesizes key developments relating to the legal and regulatory issues that affect non-governmental organizations (NGOs).
In this issue, we examine legal developments affecting global philanthropy, particularly obstacles to foreign philanthropy and assistance. We consider the most recent laws, draft laws, and government actions restricting cross-border giving, and examine potential responses to these restrictions.
- Barriers to foreign philanthropy, including prohibition of certain types of funding, requirements of receiving government permission for funding, routing funding through the government, and prohibitive tax burdens.
- Potential responses, including advocacy, diplomatic efforts, alternative funding mechanisms, domestic litigation, and national and international human rights mechanisms.
