Morocco

As part of the USAID-funded Civil Society Strengthening Project (CSSP) ICNL is supporting a CSO-led process to draft and adopt several new laws impacting the legal environment for CSOs, including a new law on associations, a new law on public consultations, and amendments to the financial regulation and taxation of CSOs. In addition, ICNL is providing technical support on a draft law on volunteerism and implementation support on an access to information law. Moroccan CSOs plan to officially submit their proposed package of amendments to the government and Parliament in late 2018. If successful, this initiative will lead to a comprehensive update to Morocco’s legal framework for civil society and position Morocco as a leader on civic space issues in the region.

Strengthening Local Partners

Jordan

Through its Online Freedoms project, ICNL aims to raise the legal capacity of civil society and activists on the legal framework that governs online speech in Jordan. Among other activities, ICNL has issued legal analysis on the proposed amendments to the Cybercrimes Law, which adopts a broad definition to hate speech and imposes criminal penalties to posting or sharing any content of hate speech on social media or other communications applications.

Tunisia

ICNL supports Tunisians CSOs’ advocacy to preserve the enabling provisions of Decree 88 of 2011 on Associations, one of the most progressive CSO laws in the MENA region. ICNL is working with officials responsible for drafting amendments to Decree 88 to address government concerns without restricting the space for civil society.
